Shortlisted for the Hugo Award for Best Novel (1975) and the Nebula Award for Best Novel (1975).

In the year 3017, the human empire makes first contact with an alien species when two imperial navy ships travel to the system of the Moties, who through unlucky circumstance have faster-than-light travel technology they cannot use. The humans possess what the Moties need to make their star drive effective, but must decide whether to give it to them. In the Moties' system, the humans find an ancient civilization at least a million years old that has always been bottled up for lack of a working star drive. Much of the novel follows the diplomatic, military, and espionage mission sent to meet the Moties, as tension rises between the two species who have only a dim understanding of each other, and between the xenophilic scientists and xenophobic military personnel within the human expedition.
